Unable To Open Period Because "Future Enterable" Period Is Not Available (Doc ID 2220862.1)

Symptoms

On : 11.1.11.1.0 version

The ledger is setup to have one Future Enterable period but it is found that for the subledgers Payables (AP) and Receivables (AR) there is a period open but the subsequent periods have status Never Opened.
For instance: 
Dec-16 is the Open period in AP.
Jan-17 is showing as "Never Opened" when the expected is that it should have status "Future Enterable". There's no adjusting periods defined.
Due to this the open period screen does not show the period (Jan-17) as an available period to be opened.
