When attempting to Category within a Catalog using a structure that contains segments that utilize independent and dependent value sets the following error occurs.

Customer expects to be able to successfully create a Category within a Catalog using a structure that contains segments that utilize independent and dependent value sets
The issue can be reproduced at will with the following steps.
1. Setup and Maintenance
2. Manage Value Sets -> Create Independent and Dependent Values Sets
3. Manage Key Flexfields for Catalogs -> Create Structure and Structure Instance
4. Deploy Flexfield
5. Manage Catalogs -> Create Catalog with specific Catalog Structure
6. Attempt to Create a Category with Catalog -> Error Occurs
