Duplicate Resolution Requests are getting Rejected

After setup of the duplicate identification batches where the records are getting identified based on the criteria and the merge request is also getting placed, all the merge request are getting Rejected.

Records are getting 'Rejected'

The issue can be reproduced at will with the following steps:
1. Run duplicate identification.
2. Merge requests are getting created.
3. When merges happen - records are going in 'Rejected' status.

The issue has the following business impact:
Due to this issue, users cannot merge the duplicate records successfully.
