PRC: POZ: Create Supplier Site Error: An Address Must Exist Before Creating a Site

Symptoms
The users cannot create Supplier Sites.
After creating a new Supplier and a related Address the users find that it is not possible to create a Site.
A message is presented and the "+" icon to add a record is greyed out along with 'pencil' icon to edit a record.

An Address must exist before creating a Site
Steps To Reproduce
1. Create new supplier and a related address.
2. Move to Sites tab.
3. See reported message, and observe the "+" icon to add a record is greyed out
