We have setup our Enterprise Structure so that we have several Procurement Business Units created with each representing a different Legal Entity. All of those Procurement Business Units feed into a single Billing Business Unit.

We have one Billing Business Unit per country so for example in the US we have three Procurement Business Units all feeding into one Billing Business Unit. The reason we chose this approach is because initially we only had one Business Unit which was shared between both Procurement and Billing. But we discovered that only one Legal Entity was ever being chosen on the PO and therefore the Invoice which could not be overridden - this was a problem when we have multiple Legal Entities sitting within a Business Unit and need to assign the appropriate one to the Payable invoice.

Question 1: What is the relationship between the Procurement BU's and the Project Financial Management BU's?

Question 2: We also have Projects where we want users to be able to create a Requisition in one Procurement Business Unit and select Projects across all of the Business Units in that country on the Requisition line but not be able to select Projects in other countries. At the moment, our users can only see Projects in their own Procurement Business Unit when choosing from the list of values on the Requisition line.
