Real Time Duplicate Identification Is Not Working

Real time duplicate match is not returning results always.

Expecting that each time a new account is created, if a match exists, the duplicates dialogue with be presented.

The issue can be reproduced at will with the following steps:
1) Login to Sales Cloud application
2) Navigate to Sales > Accounts
3) Create Account
4) Save and Continue
5) Create Duplicate Account
6) Save and Continue
7) Real time match not identifying duplicate
