SOA-INFRA Is Taking Long Time To Come Up In PRODUCTION (Doc ID 2224613.1)

Symptoms

SOA Infra is taking  more than an hour  to come up after the SOA server is re-started. After the all servers were bounced ,it took close to two hrs to start applications and for  soa-infra to come back  completely.  The SOA servers start in about twenty minutes,  but the SOA infra in the EM (Enterprise Manager) console is takes much longer.

The reboot time is increasing Exponentially .
