Symptoms

User has turned on the Career Development Notifications, however, employees or managers are not receiving notifications.

EXPECTED BEHAVIOR

Notifications to be triggered

STEPS
----------
1. Navigator - Setup and Maintenance - Offerings - Workforce Development - Career Development

2. Enable the FYI notifications and all the actions related to notifications.

3. Login as a Manager and create a development goal for the employee.

4. No notification gets triggered
