Fusion US Payroll: W-2 File for Puerto Rico Employees Missing Box 16A Data

The Quarterly Third-Party Tax Filing Interface file is not correct for certain Puerto Rico employees.
W2 Box 16 / 16A for eligible Puerto Rico Employees is not getting populated with the expected exempt wages and Code. Employee's birth dates is also missing.
Employees ages 16 - 26 must have the birth date in Box 16. That triggers Box 16A to have Code E.
Puerto Rico W2 Box 16 only for employees between the ages of 16-26 which are exempt from State income tax. Gross wages = or less than 40k.
Box 16A has to have a code E.
The issue can be reproduced at will with the following steps per the year end guide <Note 1944400.1> Oracle Fusion HRMS (US): End-of-Year Processing:
1. Set up element, link that element to the balance W2 Territory Exempt Salary
2. Balance Adjustment to enter YTD Gross Wages
4. Payroll Archive
5. Then ran the Quarterly file again, but the birth date is not showing up in the file.
