Create Accounting Process Error: ORA-28113: policy predicate has error

When when a users runs Create Accounting, the error occurs below:

An internal error occurred.
 Cause: An internal error has occurred in the program xla_fa_acct_hooks_pkg.main, Technical problem : Error encountered in product API for preaccounting
ORA-28113: policy predicate has error.
 Action: Inform your system administrator or support representative.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: Incident ID: ###, Instance: ####, Product: ####.
Review the Create Accounting Program Execution Report with process identifier 90989 for the events processed and journal entries created.

The issue can be reproduced at will with the following steps:
1. Navigate to Fixed Assets > Assets > Select Asset book > Accounting > Create Accounting
2. Select required parameters and click Submit
3. Process errors with message above in the long file.

The issue has the following business impact:
Due to this issue, user cannot run Create Accounting process for Assets and post journals
