Assign Value Set To DFF Segment Causes Error

Symptoms
When attempting to assign a value set to DFF segment we see the following error:
ERROR
The value set ES_NONE_ASSOCIATED_LOCATIONS_3 cannot be assigned to the segment Project. (FND-2641)
In application 201, descriptive flexfield PO_HEADERS, and context Project, value set ES_NONE_ASSOCIATED_LOCATIONS_3 cannot be assigned to segment Project which uses column ATTRIBUTE6. The assigned value set must have a data type that is compatible with the column data type and it's maximum length must be no longer than the column length.
