Goal

You want to setup a rule for Employees to control till what date they can enter the time card for last month. A manager should have eligibility to manually control when to mark last date to enter the time card. For example: A manager should be able to mark June 10th as last date for employees to book the time card for month of May. After that no one should be able to enter the time card. This should be flexible and manually can be updated for every month. Is there any way we can do that?

OR

Your requirement is that an employee should be able to enter the time card only for current month. Employees must not be able to choose dates from previous month and future month. If at all they try to choose dates from previous or future month an error message should get generated.
