Catalogue Is Not Visible In Arabic Interface Visible in English (Doc ID 2230494.1)

Symptoms

Catalogue (FPA & Non-FPA) is visible in the English Interface.
But when we log-in to the Arabic interface; It is not there.

Steps:
1) Purchase Requisitions
2) Browse catalog

Arabic Interface:

Cannot find following 
- No Catalogue Hierarchy
- No Master Items
- No Items from FPAs
