Access denied error for ErpObjectAttachmentService#uploadAttachment

Attempting to upload attachments (File, URL, Text) to cloud as a part of integration process using web service. 

The service is available in R11 However, Access denied error which is generally related to the Roles/Entitlements is being triggerd. R11 is not allowing the required roles to be assign or is there missing information on the correct roles.

ERP Attachment Service and I receive the following error

  access denied ( invoke)

The issue can be reproduced at will with the following steps:

This is a generic webservice for attachments upload to the cloud and there is no corresponding UI is available.
Testing the same from SOAPUI and below is the request payload.
