Error Occurs When Using Send Manifest Request from the Shipment UI (Doc ID 2245256.1)

Symptoms

In the Shipments UI, after selecting Actions > Send Outbound Message > Send Manifest Request this spawns an ESS request which ends with an error.

The shipment is in Open status and the shipment line is Staged.

The process log shows following error:

 

STEPS

The issue can be reproduced at will with the following steps:
1. After picking and packing the shipment lines are Staged. The shipment is Open and is ready for Ship Confirm.
2. Go to Actions > Send Outbound Message > Send Manifest Request.
3. The Send Manifest Request ESS process is spawned and immediately fails.
