Cannot Prevent "Document X Implemented" Email Notifications To Requesters

Symptoms
When users create Purchase Order (PO), name of requester, who is an external party, is entered.
It is observed that "Document X Implemented" notifications are going to these users, with attachment.
Requirement is to stop this notification to requester.
Expectation is that "Document X Implemented" notifications are not fired to requesters.
Due to this issue, external party users are receiving notifications not intended for them.
Steps To Reproduce
1. Create PO.
2. Enter the name of requester.
3. The notification is going to requester and should not be.
