ACTUAL BEHAVIOR

After running the Process Item Structure Changes to Work Definitions ESS job, no E-Mail or Bell Notification is generated
EXPECTED BEHAVIOR
-----------------------
Expecting email and bell icon notifications for the manufacturing engineer.
The issue can be reproduced with the following steps:
1) Create an item with item structure and an active work definition.
2) Change the quantity on the item structure.
3) Run the job - Process Item Structure Changes to Work Definitions.
