Page Expired Error When Clicking a Link in Fusion Application Notification Email

After an employee finishes his year end self evaluation, his manager will receive an email notification. When the manager click the link in the email to view the self evaluation, the manager will get an Page Expired error after entering the login credential.
This issue only happens in IE 10, not in firefox, chrome or IE 11; it works in IDP (Identity Provider) initiated SSO URL, but not SP (Service Provider) initiated SSO URL (like the link in the email)
Steps to reproduce:
1. Copy paste the link in the email to an IE browser
A login page from Identity Provider PING will be presented
2. Enter user's login credential
User will get an error
