Email notifications are not happening if the record is created via web services


I have a workflow which sends out an email notification whenever the primary contact is created for an account. This workflow was created on contact object, it is working if the record is created via UI but not with web services.

Workflow on Contact should trigger even when contact is created from web service.

The issue can be reproduced at will with the following steps:
1. Create a new account using web service.
2. Create a new contact using web service. Pass the Account Id in the Contact Payload.
3. Workflow is written on Contact creation.

The issue has the following business impact:
Due to this issue, users do not receive emails when new contact is created.
