Symptoms
When attempting to create Requisition, an error occurs.
The problem is happening only for new BU which are enabled Procurement and Requisitioning Business Function.
Due to this issue, users cannot create requisitions.
Error
Charge account cannot be generated for distribution 1. (POR-2010280)
Cause The Transaction Account Builder Interface object has encountered an irrecoverable error.
Action Contact procurement application administrator.

Steps To Reproduce
1. Navigator: Procurement > Requisitions
2. Add requisition line.
3. Encounter the reported error.
