Interim enrollment is not created if new dependent is added to existing enrollment

We have dependent certification configured for Medical plan type to suspend the enrollment if a new dependent is added. This is required as part of our dependent verification process. However, when a new dependent is added to an existing enrollment (without changing the option in plan), the enrollment gets suspended due to the certification requirement, but no interim enrollment gets created. This would lead dropping the coverage of previously covered employee and dependents until the action item is completed.
