Seeded Sick Entitlement Formula Not Working - "Formula XXX SICK STATUTORY, line 831, a local variable was used before being initialized." (Doc ID 2264816.1)

Symptoms

On : 11.12.1.0.0 version,

When attempting to follow R12 : Create Paternity Birth Absence / Maternity / Sick Pay, Error: "oracle.apps.hcm.batchProcesses.core.util.PayException." (<Note 2254355.1>), the following error occurs.
Followed the steps mentioned in the Doc for non-birth absences and compiled the formula (i.e. provided the rate definition i created).
Then i simply copied the seeded formula(i.e. did not modify any details) "UK Statutory Sick Pay Entitlement" and created a new formula "XXX Sick Statutory" and compiled it. Again i got the same error.

STEPS

The issue can be reproduced at will with the following steps:
1. Follow R12 : Create Paternity Birth Absence / Maternity / Sick Pay, Error: "oracle.apps.hcm.batchProcesses.core.util.PayException." (<Note 2254355.1>)
2. Compile the formula
3. Error is raised
