Symptoms

On : 11.1.11.1.0 version, Functional Setup Manager

Cannot open Manage custom Rule Qualifier



Login to the instance
Navigation: Setup and Maintenance > search Manage custom Rule Qualifiers > click on Manage custom rule Qualifier.
Below error is displayed
"Unable to retrieve content. Additional information for "Remote Region error #8":
An error occurred while invoking task Manage Custom Rule Qualifiers. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk.."

Same navigation is working fine in other non production and production instance.

The issue can be reproduced at will with the following steps:
1. Navigation: Setup and Maintenance > search Manage custom Rule Qualifiers > click on Manage custom rule Qualifier.
