Symptoms

When attempting to create expense report users is receiving following error

ERROR

You're missing employee setup information for expenses. Please contact your help desk.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.) Log into Oracle Cloud
2.) Click Navigator > Expenses
3.) Click "Create Expense Report"
4.) Receive Error Message
