Fusion Global Payroll: Create Costing is Either Greyed Out Or Giving An Error

Symptoms

When attempting to Create Costing at various levels either the Plus sign (+) is grayed out or the following error occurs

ERROR

An application error occurred. See the incident log for more information.
An application error has occurred.
Your Help desk can use the following information to obtain a more detailed description of the incident 212, Server Domain: HCMDomain, Server Instance: PayrollServer_as1_02. Application Name: McmPayrollApp.

EXPECTED BEHAVIOR

Create Costing by the following;

Payment Sources
Departments
Jobs
Positions

STEPS

1. Payroll > Accounting Distribution > Costing Details > Manage Costing of Payment Sources > Create Costing Details > plus sign is grayed out
2. Payroll > Accounting Distribution > Costing Details > Manage Costing of Departments > Create Costing Details > plus sign is grayed out
3. Payroll > Accounting Distribution > Costing Details > Manage Costing of Positions > Create Costing Details > plus sign is grayed out
4. Payroll > Accounting Distribution > Costing Details > Manage Costing of Jobs > Create Costing Details > Click on Plus sign > the following error is displayed;
  a. An application error occurred. See the incident log for more information.
  b. An application error has occurred.
  c. Your Help desk can use the following information to obtain a more detailed description of the incident 212, Server Domain: HCMDomain, Server Instance: PayrollServer_as1_02. Application Name: McmPayrollApp.
