Authentication Failed When Logging In After Using "Forgot Password" or Password Reset by Administrator

 After using Forgot Password function or having a password reset by administrator,  user is getting Authentication failed error when entering new password


Steps to reproduce:

1. Access fusion application
2. Click Forgot Password link in fusion login page, enter an email, click submit
 Ask an administrator to reset user's password
3. Click the password reset link in the email, reset password
4. Access fusion application with the new password
User will get an error



 Environment is upgraded to R12
