In A PD, We Can Load But Cannot Save An Attachment When The Button "Save" Is Not Available.

As an HR Administrator, we can upload an attachment in a PD, but we cannot save the attachment, because there never have access to the "Save" Button.
As a Manager or an Employee, when the user does not have access to the "Save" Button, it can upload an attachment in a PD, but cannot save the attachment. Moreover, when the user first try to upload a file, a greyed out row id displayed followed by an error message: An application error occurred. See the incident log for more information.
The manager has not access to the Save button when the employee makes its self-evaluation, and the employee has not access to the Save button when the manager makes the evaluation of the employee.
