Users Are Disabled - Roles Are Visible In OIM But Not In Manage Users

  Some user accounts were set to inactive due to no roles assigned, when checking the user in Manage Users page, current role section are not displayed
If looking into OIM console, there is a role assigned

  Customer can assign/revoke roles in OIM console without error, when assigning the role in Manage User, can not see the role assignment in the page.

Running retrieve latest LDAP Changes processes, could not bring the role assignment from OIM to fusion application

Steps to reproduce:

1. Login to fusion application
2. Click Navigator -> Manage User -> Search and open the user, you can see user does not have has roles

3. Login to OIM console, click Administration -> Search and open the user, you can see the user has Employee role
4. Run retrieve latest ldap changes process, nothing is changed


 The user was terminated and hired back later
