After Deleting a Privilege From a Custom Role, Can not Add it Back

Information in this document applies to any platform.
Once customer deletes Administer Compensation from the custom role, they cannot add the privilege back using security console.
Step to reproduce:
1. Copy seeded compensation manager role to create custom role, the custom role has access to compensation link under Navigator
2. Remove Administer Compensation privilege from the custom role, and add back aggregate privilege ORA_CMP_ADMINISTER_WORKERS_FOR_WORKFORCE_COMPENSATION
As in R12, when a privilege belong to an aggregate privilege, you can not add the privilege directly to a role, you need add it through aggregate privilege.
3. Then the custom role lost access to compensation link under Navigator
