Purchase Orders Failed not sent to OSN (Doc ID 2290493.1)

Symptoms

On : 11.1.11.1.0 version, Document Communication
PO’s are getting errored out in B2B and not sent to OSN. 

ERROR
-----------------------

Transport error: [IPT_HttpSendHttpResponseError] HTTP response error: Read timed out


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup a Trading Partner with Transport Protocol Parameter URL as https://osn-prod.oracle.com/HTTPService/Receiver
2. Create and Approve PO for the Trading Partner in question
3. Notice that the PO is not transmitted successfully in Collaborative Framework. Notice that the message is with state MSG_ERROR and the Reported error message is found for the Purchase Order

Due to this issue, users cannot communicate Purchase Order via OSN to Supplier
