Charge Account On Requisition Is Not Getting Defaulted After The Upgrade To R12

Charge Account is not being defaulted to few requisitions after the upgrade to R12.
Line 1: charge account cannot be generated for distribution 1 (POR-2010280)
Cause: The value in the accounting flexfield source Employee Charge Account that is used in the BBB Req Department is blank and cannot be retrieved.
Action: contact procurement application administrator
Steps to Reproduce:
1. Set up TAB
2. Sign on as Requisition Preparer and set up Edit Requisition Preferences to a different Requester
Enter Requester name
Enter Requester BU
3. Create a Requisition
Requisitioning BU and Requester values defaulted according to Edit Requisition Preferences setup
Charge Account value defaulted properly per TAB setup
4. Change the Requester name
Requisitioning BU remains the same
The Charge Account is not retrieved. It is blank.
If you attempt to enter the correct charge account, the system returns an error message:
Charge account cannot be generated for distribution 1.(POR-2010280)
Cause: The value in the accounting flexfield source Employee Charge Account that is used in the account rule BBB Req Department is blank and cannot be retrieved.
