Symptoms
The escalation policy has been set to 3 days with max escalation level as 1.
The approver 'A1' has the manager set as 'MGR1' who is the CEO,
Expect that the task should have escalated to MGR1, instead it errors out.
Error
Error in escalating the task on expiration. The task has expired and the system could not compute the management chain
from user A1 upto levels 1 upto title CEO to identify the next user to escalate the task to.
Make sure that the escalation policy is specified correctly. Also verify that the users are seeded correctly to compute the management chain.

Steps To Reproduce
1. Submit Requisition for approval.
2. Requisition goes to Rejected status after escalating the task on expiration
