Symptoms

When trying to test punchout, user encounters error.

An error occurred when signing in to the punchout site. The error code is 701. (POR-2010668)


Steps To Reproduce
1. Create catalog.
2. Test connection in Manage catalogs / Edit Punchout Catalog.
3. Encounter reported error
