"Create Quote" leads to blank IFRAME

Error message when trying to create a quote from opportunity object
We have an issue when we click on the "Create quote" button under opportunity object from "Quotes and orders" tab.
A popup message raised.
ERROR

"Evaluation for ZCA_CREATE_TRANSACTION Failed for the below reason: Validation of Input Arguments failed"
NOTE
----------------------
After customer received bounce from quarterly maintenance, the error went away. Now clicking "Create Quote" will lead to a blank page.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log on to OSC > Opportunities
2. Edit Opportunity screen
3. Click Create Quote button.
4. Error is thrown.
