PRC:SSP: Associated Requester To A New Business Unit. An Employee Charge Account Is Assigned To The Requester But It Does Not Default In A Distribution (Doc ID 2300421.1)

When attempting to Create Requisition following error occurs this issue started happening after upgrading to Release 12


Charge account cannot be generated for distribution1.(POR-2010280)
Cause The value in the accounting flexfield source Employee Charge Account that is used in the account rule <Rule Name> is blank and cannot be retrieved
Action Contact procurement application Administrator


The issue can be reproduced at will with the following steps:
1. Login into Fusion Applications
2. Create a new Business unit and then get the instance upgrade to Release 12
3. Create Requisition in this new Business unit
4. Get the error, cannot add the charge account manually.
