Goal

On : 11.12.1.0.0 version, Global Human Resources

Why does the system have different logic for searching in different fields?

For example, search for a city in Manage Locations works with partial search but in Create Department it works differently; a drop-down appears. 
Client is a little bit confused when he can not use drop-down list when creating location or when inputting personal address for employee.
