When Punchout To Supplier Getting Error Message

Information in this document applies to any platform.
When attempting to Punchout to Supplier the following error occurs.
An error occurred in communicating to the punchout site defined in the catalog <Supplier Name>.Contact the Procurement application administrator.(POR-2010059)
An error occurred when signing into the punchout site.The error code is 701
The issue can be reproduced at will with the following steps:
1.Login into Fusion Applications
2.Navigate to Catalogs
3.Create a Punchout Catalog
4.By giving all details like URL and Password (10 Characters)
5.Save and test connection it is successful
6.Notice the Password Characters are changed from 10 to 6 characters
7.Now go ahead to Content Zones and Add the catalog to content Zone
8.Save and Close
9.Navigate to Procurement > Purchase Requisitions
Click on Punchout Catalog and get the error
