On : 11.12.1.0.0 version, Set Up FCR-Define Tax Configuration
When attempting to upload multiple registration numbers via Tax Implementation Workbook following error occurs.
The same can be done via the UI.

Party Tax Profile Validations
There are duplicate party tax profile records for the same party type code, party reference, and party site reference. Contact your help desk. for party type: THIRD_PARTY_SITE, party name: and party number: 4266
STEPS

The issue can be reproduced at will with the following steps:
1. Populate Tax Implementation Workbook with multiple records for Registration for a given party or party site.
