Unable To Login On Single Sign On

Information in this document applies to any platform.
Some users are not able to use the single sign on. Only users, who has there password saved in the browser, can use SSO. but when they select a new browser or download the spreadsheet they are unable to sign in using the SSO.
Steps to produce:
1. Access fusion application
2. Click Sign In on the right side of chooser login page
user will get a windows login pop up
