User Accounts Keep Disappearing After Creating the Account Multiple Times (Doc ID 2312244.1)

When creating multiple users, customer find that the first user created is not longer visible or searchable on Security Console.


Steps to reproduce:

1. login to fusion application

2. Click Navigator -> Tools : Security Console -> Users -> Add User Account

3. Enter
Username = Test1.User
External Identifier = Test User

4. Click save and close

5. Click Add User Account again

6. Enter
Username = Test2.User
External Identifier = Test User

7. Click save and close

8. search for the new users

Customer can only find the user Test2.User
