R12 HDL HRC-1035403 caused for same content ID

Symptoms

When same content ID and file name are used in R12 HDL data load,
"The file with content ID XXXXXXX is already processed. You cannot submit the same content ID twice. (HRC-1035403)"
error caused.

This behavior change impact to R11 Upgrade User who manipulate ESS recursively scheduling of HDL as automation interface like below.

 

Steps to reproduce:

1. Upload HDL files to UCM via Java RIDC utility ucm client upload tool.
2. Run Fusion HDL by periodical (monthly) schedule,
    this is set "Same Content ID" and "Same File Name".
3. Once HDL has run successfully, the file would be removed from UCM by setting source file deletion in schedule.
4. After Upgrade to R12, HDL caused HRC-1035403 error.
