Delete Daily Rates Deletes all but First Row in First Try

The ADFDI Create Daily Rates spreadsheet is showing the following behavior:
When trying to delete daily rates from the Create Daily Rates spreadsheet, all the rows are getting deleted except the first one.
The first row gets status Insert failed but when just clicking on Submit again without any changes the row gets processed successfully.
The expectation is for all the rows to be deleted in the first attempt instead of having to submit twice.
The issue can be reproduced with the following steps:
a. Setup and Maintenance > Manage Daily Rates
b. Create Rates in Spreadsheet.
c. Insert a few rows via the Create Daily Rates spreadsheet successfully.
d. Verify the daily rates were created in the Daily Rates UI.
e. With the same spreadsheet open change the action of the rows from Insert to Delete and submit.
All except the first row in the spreadsheet where deleted successfully. The first row has status Insert failed.
f. Check in the Daily Rates UI and the one row still shows.
g. Click on Submit again in the Create Daily Rates spreadsheet as the first record still shows as Changed and this time the row was deleted successfully
without making any changes to it.
f. Verify in the UI that the row was deleted.
