Unable To Communicate Closed PO Via Email To The Supplier

When trying to communicate Purchase Order (PO) to supplier using Communicate action, the email is not sent if PO is closed for receiving.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Search PO
2. Select action Communicate
3. Provide email. No email is received.
