PRC:SSP: Requisition Import Is Failing During MINMAX Planning process (Doc ID 2316736.1)

Symptoms

User is running Min Max Planning process with parameter Reorder set to Yes.
But Minmax planning process is not creating any requisitions in the system.
Up on analysis it was found that the requisitions are stuck in the interface table.

Below error details are available in the import error table.

Error message name :POR_REQ_IMPORT_APP_ERROR

Error Message : An error occurred in requisition import. Contact the Procurement application administrator.

Below is the error message from import requisitions program that failed

APPS_JOB_PACKAGE_NAME oracle.apps.scm.dos.supplyRequestDecomposition.supplyRequestInterface.createSupplyORders.ess.program

Message submitImportRequisitions() caught Exception: ORA-06502: PL/SQL: numeric or value error: character to number conversion error

Steps to Reproduce
1. Run 'Print Min Max Planning report'
2. Run ' Process Supply Chain Orchestration Interface'
