First User Created Under Rel12 Is Unable To Create Custom Lists In Accounts, Contact, Leads, Or Opps

Symptoms

When attempting to create a saved search for a new user in R12
the following error occurs.

ERROR
Your search was saved but will not run automatically because you did not enter any search values

STEPS
The issue can be reproduced at will with the following steps:
1. Create a user in R12
2. Go to a landing page for a CRM object, e.g. Leads, Contacts, Accounts, Opportunities.
3. Create a custom advanced search.
4. Run search (it works).
5. Attempt to save, but customer is prompted with error.
6. Exit and return to landing page.
7. Search is not present.

Due to this issue, users cannot create an advanced search for new users.
