On : version, Accounts, Contacts, Households

User "JohnSmith" cannot be marked as the owner of accounts anymore.

Customer should be able to set an account's owner to "JohnSmith"

The issue can be reproduced at will with the following steps:
1. Customer goes to an account
2. Customer goes to set the owner of the account.
3. Customer searches for "JohnSmith".
4. No results

The issue has the following business impact:
Due to this issue, users cannot set an account's owner to "JohnSmith", who is a sales manager.
