Actual Behavior:
Requisition not getting converted to PO

Expected Behavior:
Requisitions must create a PO if this requisition is based on Blanket Purchase Agreement.

Steps:
The issue can be reproduced at will with the following steps:
1. Create a BPA without lines.
2. Create a requisition with description based line.
3. Observer no PO created after requisition approved.
