Tax Rules Created to Override Default Tax Rate Is Not Calculated on Purchase Orders

After configuring tax rules to override tax applicability and tax rate based on a transaction input factor (e.g. User Defined Fiscal Classification, Tax Classification etc.), tax is calculated but the default rate configured on the tax is applied.
The default tax rate will not be applicable always, but based on transaction input factor (e.g. User Defined Fiscal classification) rules will be applied override default transaction tax rate and applicability
The issue can be reproduced at will with the following steps:
1. Create Regime to Rate Tax Configuration and tax rules to override default tax applicability from 'Not Applicable' to applicable and tax rate from 0% to applicable tax rate for GST tax,
2. Create a PO
3. Tax with % Tax rate was defaulted
