Passwords Cannot Be Reset Through The Login Page

Information in this document applies to any platform.
Some users cannot reset their passwords through the forgot password link in the login page. they will get following error when trying to login with the new password:
The user name or email you have entered does not match a user
Steps to reproduce:
1. Access fusion application
2. At login page, click Forgot Password link
3. check Forgot password, enter username, click submit
user will get an error
