Receipt Confirmation escalation is being routed to the incorrect individual

EXPECTED BEHAVIOR

Receipt Confirmation escalation to be routed to the correct individual

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Receive Receipt Confirmation
2. Person to Approve doesn't
3. Approval Request expires
4. Receipt Confirmation escalated
5. Receipt Confirmation escalation goes to incorrect individual
